Study Overview

In Fiscal Year 2013, the Federal Emergency Management Agency (FEMA) initiated a coastal flood risk study for the South Florida Study Area that affects Broward, Miami-Dade, Monroe, and Palm Beach Counties. The results of that study will be incorporated into updated digital Flood Insurance Rate Maps (FIRMs) and Flood Insurance Study (FIS) reports for these counties. (See the Project Fact Sheet in the "Project Documents" section below for more information.)

The project team members for the coastal flood risk study for the South Florida Study Area coordinate closely with the project team members for the coastal flood risk study for the East Coast Central Florida Study Area to ensure consistency of results. See the Information for East Coast Central Florida Study Area page for additional information.

Once prepared, FEMA will make the Preliminary FIRMs and FIS reports accessible through the Preliminary FEMA Map Products page on the FEMA Flood Map Service Center website, where they will be available for viewing or download. The current, effective FIRMs and FIS reports already are accessible through the Flood Map Service Center website.

Schedule

The graphic below indicates how far in the coastal flood risk study process this study has progressed and provides an overview of the various phases of the study.  The boxes below the circles indicate the production tasks, coordination activities, and regulatory steps required for adopting an updated FIRM.  Additional information on the regulatory process is provided in FEMA 495, Adoption of FIRMs by Participating Communities.

The coastal flood risk study for the South Florida Study Area is proceeding as discussed with community officials - such as Floodplain Administrators, or FPAs, and permitting officials - and other stakeholders during the Discovery Meetings held in June 2014 for Broward, Miami-Dade, and Palm Beach Counties and in July 2014 for Monroe County.

As shown in the graphic below, the coastal flood risk study recently completed the Stillwater Level Modeling phase and has entered the Overland Modeling phase. As part of the Stillwater Level Modeling phase, the FEMA project team held multiple technical outreach meetings, called Storm Surge Analysis Update Meetings, with community FPAs and other technical stakeholders. The project team held two sets of Technical Update Meetings for the South Florida Study Area. For Broward County, the meeting was held on April 23, 2018. For Palm Beach County, the meeting was held on April 24, 2018. For Miami-Dade County, the meeting was held on April 25, 2018. For Monroe County, meetings were held on May 1-2, 2018.

When the overland wave modeling is complete, the project team will move forward with preparing draft work map showing Special Flood Hazard Areas, Base Flood Elevations, and the Limit of Moderate Wave Action. The project team will provide the draft work maps to local officials for review and will schedule the next set of outreach meetings, called Flood Risk Review Meetings.
